EPA Rescinds BIL Signage Requirement for SRF Program Borrowers
On December 5, 2024, the Environmental Protection Agency’s (EPA) Office of Grants and Debarment rescinded the Investing in America Signage Term and Condition. In response, the EPA rescinded the December 2022 Guidelines for Implementing the Bipartisan Infrastructure Law Signage Term and Condition for the State Revolving Fund Programs.
As a result, the Iowa Drinking Water and Clean Water State Revolving Fund Programs will no longer enforce the Bipartisan Infrastructure Law (BIL) signage requirement for SRF assistance agreements executed on or after December 5, 2024. In addition, SRF will no longer enforce the BIL Signage Special Term and Condition included in an SRF Loan Forgiveness award letter.
The sign and related expenses are still SRF-eligible expenses for SRF borrowers who have already procured, built, and/or installed a BIL sign.
