The Infrastructure Investment and Jobs Act (IIJA) was signed into law on November 15, 2021 and has since been referred to as the Bipartisan Infrastructure Law (BIL). Under this law, additional funding was appropriated and awarded to State Revolving Fund (SRF) Programs annually between Federal Fiscal Years 2022-2026 to finance loans for water and wastewater infrastructure projects.
The Iowa SRF was awarded a total of $620.7 million in BIL funds to assist eligible projects, including supplemental assistance, emerging contaminants and lead service line replacement. A summary of the Iowa BIL allocation is available here.
Each BIL appropriation has specific provisions and implementation requirements. Please see the annex to the base CWSRF and DWSRF Intended Use Plans for the implementation plan for the first year’s allocation implementation plan of the BIL CWSRF and DWSRF General Supplemental Fund.
